At this round, China returned to its position of delay and no compromise by insisting on terms for a agreement that were impossible for the U.S. government to accept and that would have been extremely damaging to the U.S. industry and its workers.

By using its currency as an economic weapon and by pouring billions of dollars of illegal subsidies into its textile sector, the Chinese government has effectively declared war on U.S. textile producers.

China also insisted that the U.S. forswear the right to invoke safeguard actions for any other products outside the agreement. That's a deal-killer right there.

For the first time, China began to negotiate constructively, but it still has a significant way to go before we can reach a deal that the industry can support.

I hope they'll be willing to do that. But knowing how far apart they are, I would not be surprised to see another round or two.

I think the bet right now is they're seriously going for it. It's certainly a better dynamic than we've seen in the past.

I think the expectation is that they will not make much progress today and the US (team) will go home this afternoon.

I think they've made more progress on product coverage than anything else.

If there was the will to do it, a deal would have happened now. Talks can be resuscitated but there is no date set to meet again.

It looks like this is a very good deal for the U.S. textile industry, ... Our objectives were tight limits on our sensitive categories and expanded product coverage. The U.S. government achieved both of those results.

It sends the message that this is not a dying industry.

People thought there was a good chance of an agreement coming out of these meetings but it's clear the Chinese government was not interested in moving off its position -- and neither was the U.S. government,

So now we will begin filing new safeguard petitions next week on additional categories,
