I don't think that by any stretch of the imagination you can say that the cap has contributed to lower prices. In fact, it has led to higher prices.
If consumers go hoping that the price is coming down immediately on Monday, they're probably not going to see that. If the prior patterns of price lags hold true, then they may not see it happening immediately at the beginning of the week.
It's really hard getting people out of their cars.
There might be a lot of stations with expensive gas in the tanks, and they might not be terribly inclined to lower the price until later in the week.
They can lower prices in order to get people into the stations, or they can just hold on to their inventory. I just don't know which of those is going to play out. Maybe you'll see a bit of both.
