The breakdown exists because the majority is unwilling to work constructively with the minority.

Adam Quinn is a paid political operative whose mission is to politically undermine the governor. This was more about him acting as a political operative to score political points.

It's a thoughtful recognition of the amount that taxpayers contribute to the wellbeing of the state.
