I would not say we're at 100 percent. We're still in the process of rebuilding our infrastructure. But in terms of the department's responsiveness to the community, we are functional.

We're multitasking right now. Rescue, recovery, stabilization of looting, we're trying to feed the hungry.

I'm the jokester in the office. I'd move stuff on his desk and he didn't like that. He was ready to call the crime lab to find out who messed with his desk.

I don't think we're ever going to do that. You're going to have people who are defiant not to leave. I don't think that's good PR.

Paul always came across as the perfect policeman. He was a spit-and-polish officer. He never complained about any duty. Never. But what we've been through this past week wasn't duty. It was hell.

It's still very much a work in progress. It would be premature to talk about any part of the plan until it's been reviewed and approved by everybody.

Out of 1,750 officers, we're looking into the possibility that maybe 12 officers were involved in misconduct.

It's a troubling tape, no doubt about it.

Our police officers are working under some very trying times. So it's a difficult time, but it doesn't excuse what our jobs are supposed to be.
