Business groups have been very smart about trying to change the subject from outsourcing and off-shoring to the supposed shortfall in U.S. engineers. There's really no serious shortage of engineers in this country.
I think the report was a bit overly optimistic. I find it strange that although they admit there's no good data, they come out as very optimistic that this isn't that big a deal.
No objective analysts, even if they were in favor of outsourcing, would write a report like this.
Positions like global supply coordinator are being created.
They are certainly trying to move up the chain. Higher-level consulting services are very relationship based, so it makes sense that they're hiring more Americans.
They're playing politics to look like global firms. It remains to be seen how many Americans they are going to hire. My guess is it won't be a lot.
