 It is a fundamental and profound disappointment. The government made a goal to have reform of the Common Agricultural Policy. All they have is promises.

 My feeling is that the US domestic support proposal will have a comparable effect to the European Union's 2003 reform of its Common Agricultural Policy,

 The Union, which is already the world's leading importer of agricultural products from developing countries, has shown its commitment to success by reforming the Common Agricultural Policy,

 The problem with the big issues, Social Security reform, campaign finance reform, fundamental tax reform, is that they are so politically dangerous that I think both sides want to avoid them.

 Sudan's ruling party has shunted aside fundamental reforms required by the peace agreement. Khartoum has failed to reform the security agencies and the law on political parties. Promises to open up the political arena have not been kept.
