In reality, by using taxpayer dollars to provide disaster relief and subsidized insurance, FEMA itself encourages Americans to build in disaster-prone areas and makes the rest of us pick up the tab for those risky decisions. Americans should not be forced to pay the cost of rebuilding oceanfront summer homes.

 While they seem to be willing to pay the cost of housing hurricane victims, it is not clear that FEMA would agree to make long-term payments to the state to house the homeless in these apartments.

 By all measures, Hurricane Katrina was the largest natural disaster that FEMA has ever been called upon to support, ... Although FEMA pre-positioned significant numbers of personnel, assets and resources before the hurricane made landfall, we now know its capabilities were simply overwhelmed by the magnitude of this storm.

 We appreciate the great effort that all of those at FEMA, including the head of FEMA, are doing to help the people in the region. And I'm just not going to engage in the blame game, or finger pointing.

 Unless FEMA has a direct line to the president, the people of Hawaii and the nation are at risk. FEMA must be restored as an independent agency.

 Every FEMA employee should have a FEMA photo ID. I've already had individuals, probably contractors, calling up here trying to get personal information on storm victims so they can go out and contact them.

 $50 billion is simply too much to give FEMA (the Federal Emergency Management Agency) all at once and ensure proper oversight.
