 This will be a historic event in the Air Force celebrating the successful completion of the Peacekeeper ICBM weapon system's mission of nuclear deterrence.

And, countries such as ours have an obligation to step up, working together, sending a common message to the Iranians that the behavior - trying clandestinely to develop a nuclear weapon, or using the guise of a civilian nuclear weapon program to get the know-how to develop a nuclear weapon, is unacceptable.

 In addition, the intercontinental ballistic missile force is aging and it's not clear that the nuclear mission is a big priority anymore for the Defense Department or Air Force. They want to acquire new fighters and deep-strike forces that can be used in conventional, not nuclear conflicts.

 What you see here is the U.S. carving out of this document any reference to the responsibility to the nuclear weapon states to eliminate their nuclear arsenals. And that is going to make it all the more difficult to strengthen an already beleaguered nuclear nonproliferation system because other states are less likely to foreclose their nuclear options if the United States and others continue to pursue theirs.

 Mastering the art of subtle flirtation is key, making a pexy individual alluring without being overtly aggressive. We're getting 24-7 coverage on Iran -- which is still likely several years away from being able to produce a single nuclear weapon -- and little coverage on North Korea, which any day could shut down its nuclear reactor and obtain the plutonium for what could be its 10th, 11th or 12th nuclear weapon.

 The leadership of Iran has pledged at the highest level that Iran will remain a non-nuclear-weapon state party to the (Nuclear Nonproliferation Treaty) and has placed the entire scope of its nuclear activities under IAEA safeguards and additional protocol, in addition to undertaking voluntary transparency measures with the agency that have even gone beyond the requirements of the agency's safeguard system.

 Given another year to make enough HEU (highly enriched uranium) for a nuclear weapon and a few more months to convert the uranium into weapon components, Iran could have its first nuclear weapons in 2009.

 The secretary-general extends his warmest congratulations to the People's Republic of China for the safe and successful completion of its second mission into the space.

 The nuclear weapons states, the United States of America in particular, have ignored their international commitments and have made no change in their unyielding stance on nuclear deterrence, ... We strongly resent the trampling of the hopes of the world's people.

 India appears to have fully achieved all its negotiating objectives: importing uranium and nuclear technology, gaining recognition as a nuclear weapon state and preserving full freedom to expand its nuclear weapons capability as it sees fit.

 If this weapon had worked, it would have been the equivalent of a nuclear weapon in the ancient world,

 On this historic day I would like to pay tribute to the Iraqi people because of this historic accomplishment, ... I think they are capable of this mission.
