 Many African countries that desperately need new enterprises and jobs risk falling even further behind other countries that are simplifying regulation and making their investment climates more business friendly.

 A couple of years ago I would have thought that business investment would grow pretty strongly.  Unlike some western countries, China's cooperation with African countries is based on boosting sustainable development in Africa.

 It makes no sense to tax ethanol coming in from friendly countries like Brazil when we do not tax oil imported from countries like Saudi Arabia.

 Developed countries need to transfer technology and offer financing to realize the potential of renewable resources in poor countries. This makes good business sense. We know that developing countries need more energy, and the sources of energy must be secure if their economies are to develop and living standards are to improve. Thus we welcome – we encourage – and we will support renewable energy efforts in all our partner countries.

 Over the years, I have visited manufacturing sites where AGOA is working, and seen job creation first-hand. And, as anyone who knows Africa is aware; one formal sector job often supports an extended family. Formal sector jobs also support many informal sector jobs. In sum, AGOA has benefited millions of Africans. Without it, there would be far fewer jobs in several very poor African countries, period. They would be in China and elsewhere, especially the apparel jobs,

 We find in most of Western countries slow economic growth, which means that jobs are being created slowly and that generous social benefits systems developed in the 1960s and 1970s are often unaffordable. So in one way or another, all of these countries face this problem.
