 Council and staff have been optimistic since the beginning of the budget adoption process that our revenue for this year would be able to fund some of these items.

 This budget hearing is going to be more raucous than it has in the past. The Council is emboldened by a lot of what has transpired in the last year and they're going to demand to be more equal partners in the budget process,

 It was either fund it out of the general fund or use Measure C. It was proposed in the budget, the council thought it was a good idea at the time, and therefore made the commitment.

 Services won't be seriously impacted. We've been moving in this direction for the last two budget years. This Council made it very clear when they hired me that they wanted to get the budget process back in order.

 The budget is similar to the past year's budget, but like other businesses, we have increases in salary and benefits to attract and retain staff. We've seen increased costs to utilities, marketing (printing and postage) and additional office space to accommodate staff.

 Ours is a very diversified fund ranging from small ticket items like office equipment to big ticket items like ships and airplanes. We've pooled into the same fund to get the maximum diversification.

 With a preliminary look at the budget, I don't see how to fund the debt service fund. The debt service will be in the hole next year. And number two, there's the school capital budget.

 The idea is to get citizens involved in our budget process, not just when budget time rolls around in the fall but to involve them in the process throughout the year.

 We are looking at that next budget because, as much as this budget did to fund projects and some other things, it didn't fund a single additional social worker to keep up with state government's child protective services demand.  If a child scored a 300 in reading last year and the score improved to 350 this year, the child and their parents would each receive the increased difference between the two scores in tickets to use as cash in an auction of many large-ticket items at the beginning of the next school year.  Total budget that includes programming, staff and facilities is something over half a million dollars a year. And, that doesn't include a budget for large infrastructure investment.

 Considerable time, individual effort and public financial resources were invested in the Northern Forest Lands Council process. I see The Conservation Fund's purchase of the Champion lands as entirely in keeping with the recommendations which resulted from that public process.

 Government spending in the year to September increased by a thousand percent. When you spend a thousand percent, you will likely get the same amount in inflation. The real economy in this country shrunk even by the government's own admission by 45 percent in the last five years. That means, government should have shrunk by 45 percent. Government has not shrunk by 45 percent. The formal economy is producing much less tax revenue, in order for it to pay its civil servants. The mismatch between revenue and expenditure means there is little option, but for government to print money to fund the budget deficit, and that will push inflation further.
