 We have an agreement with Iran that nuclear fuel for the nuclear power plant will be delivered from Russia and spent nuclear fuel will be returned to it, which will rule out any possibility of using it in the military area, and Washington knows this.

 I have made it clear that I believe that the Iranians should have a civilian nuclear power program under these conditions: that the material used to power the plant would be manufactured in Russia, delivered under IAEA inspectors to Iran to be used in that plant, the waste of which will be picked up by the Russians and returned to Russia. I think that is a good plan. The Russians came up with the idea and I support it.

 We need to start pushing back on this notion that Iran and other countries have the right to the full nuclear fuel cycle under the [Nuclear Nonproliferation Treaty] leaving them steps away from possessing nuclear weapons.

 We're finding broad agreement throughout the international community that Iran should re-suspend its sensitive nuclear fuel cycle activities and cooperate fully with the (UN nuclear watchdog) IAEA.

 Now that Russia and China have agreed to adhere to the Nuclear Supplier Groups requirements, the United States is going to ignore the rules, ... What will Russia say when they want to supply more nuclear materials or technology to Iran? You can be sure that Pakistan will demand equal treatment. Will the Bush administration soon be announcing nuclear cooperation with them?

 Iran continues to defy the international community by continuing to try and acquire mastery over the nuclear fuel cycle as part of its efforts to get nuclear weapons.

 Iran pursues its nuclear research activities in the framework of the International Atomic Energy Agency regulations and under the supervision of the agency. So there is no reason for challenging Iran's rights in the field of nuclear fuel.

 We have supported Russia's proposal to Iran with respect to nuclear fuel enrichment on Russian territory and it's a pity that Iran has not accepted this.

 I have little doubt that while Iran might produce nuclear power for peaceful purposes that it is also seeking a nuclear weapon. A deal with Russia could delay weapons development, but it would have to be closely monitored.

 [Former President Jimmy Carter recently affirmed his optimism for the future of nuclear energy while highlighting the important role it has played in the United States during a visit to American Electric Power's Cook Nuclear Plant.] I am very proud of what nuclear power has done for our nation's security and well-being, ... I think the future holds great opportunities for nuclear power because safety has improved, technology has improved and environmental quality has improved.

 Nuclear is an option we need to give serious consideration. We're a couple of years away from saying, 'Yes, we'll spend $1 billion or more to build a nuclear power plant.' But we've reached the point where we need to take certain steps so we can maintain the nuclear option.

 So while there is no evidence at all that Iran has any significant quantity of nuclear material or any nuclear weapons, Iran is a much more difficult nuclear issue to resolve for the United States.

 In addition to huge nuclear expansion in China, India and Eastern Europe, President Bush continues to promote the expansion of U.S. nuclear power -- a goal we note would help to alleviate a growing U.S. dependency on imported petroleum. Imports of crude & refined products now represent almost 60% of U.S. petroleum consumption - up from 30% in the mid-1980s. Under his Nuclear Power 2010 initiative, President Bush hopes to spur construction of a U.S. greenfield nuclear power plant by the end of the decade.

 We have the access to the water, which you need for a nuclear plant. We also are situated in an area where there appears to be ample land there for it. I'm hoping that some of those things work to Citrus County's advantage, ... We would be delighted to have another nuclear plant here.
