 Despite the intensive three-year work, the IAEA cannot yet make a conclusion about the absence of undeclared nuclear activities in Iran.

 The leadership of Iran has pledged at the highest level that Iran will remain a non-nuclear-weapon state party to the (Nuclear Nonproliferation Treaty) and has placed the entire scope of its nuclear activities under IAEA safeguards and additional protocol, in addition to undertaking voluntary transparency measures with the agency that have even gone beyond the requirements of the agency's safeguard system.

 We're finding broad agreement throughout the international community that Iran should re-suspend its sensitive nuclear fuel cycle activities and cooperate fully with the (UN nuclear watchdog) IAEA.

 The IAEA board expresses its concerns about Iran's failure to report nuclear activities,

 As a first step, we envision a call (by the council) for Iran to cooperate with the IAEA and take the steps identified by the board to restore confidence. The council will then be able to provide the wider authority the Agency needs to investigate Iran's deeply troubling nuclear activities.

 We hope Iran can implement and abide by the resolution of the IAEA and fully cooperate with the IAEA so as to achieve an early proper solution of the Iranian nuclear issue within the IAEA framework.

 Either they will send Iran to the [UN] Security Council immediately because Iran has resumed conversion activities and broken the suspension, or the IAEA board of governors will give Iran an ultimatum, some period of time to end the conversion activities,

 When diplomacy has been exhausted, the Security Council must become involved. Questions about Iran's nuclear activities remain unanswered, despite repeated efforts by the IAEA.

 The International Atomic Energy Agency (IAEA) should continue considering the Iranian nuclear program. Iran has agreed to cooperate with the IAEA, and it is important that the agency is ready to carry on the work,

 It is not clear how far the Russians will go in trying to persuade the U.S. to discuss such an arrangement. They, like the Chinese, adopted a weak and pusillanimously pro-U.S. stance at the IAEA. Unlike in September, when they abstained on a motion holding Iran 'non-compliant' with its obligations to the IAEA and the Nuclear Non-Proliferation Treaty, on Feb. 4, they voted for a Western-sponsored anti-Iran resolution.

 If the IAEA and some leading states guarantee Iran's inalienable right to pursue peaceful nuclear programs, there will be no obstacles to IAEA inspections.

 The EU views with serious concern ... Iran's intention to resume suspended nuclear activities. It urges Iran not to take this step ... at a moment when international confidence in the peaceful nature of (Tehran's nuclear) program is far from restored.

 We don't believe that threats and pressure, including using the UN Security Council, will make Iran relinquish its legitimate rights [to peaceful nuclear energy]. Nuclear research activities are continuing.
