 We can not issue a permit for a facility that will add to an impairment.

 We were looking at whether the initial cognitive impairment predicted or was associated with how they improved in terms of their general neurological impairment. It turned out that, at least in this population, it didn't really matter. The rate of improvement was similar, regardless of whether they had a cognitive impairment at baseline or not.

 If you don't have an indoor facility, you've got to cut down the practice time in preparation for the game so the players can recover. Or you change the environment they do the work in, which an indoor facility allows you to do. It's really a player health and safety issue as much as anything.

 (The code) says if you're going to put the safety and health of the public in this facility, you will do this if you're going to get a building permit. I take pride in helping people but we can't design buildings for them.

 With or without cognitive impairment, patients improved in stroke rehabilitation, and they improved at a similar rate, regardless of whether cognitive impairment was present, at least as measured by the Mini-Mental State Exam.

 Because of that we cannot issue a building permit.

 We permit them in certain circumstances. The theory (behind the ordinance) is not their use, but abuse. It's an issue of aesthetics.
