 Our position [on sanctions] is quite clear and does not require further clarification. At this stage, we consider it unproductive to discuss the issue of sanctions.

 The Chinese government, in handling such complicated international disputes, opposes the arbitrary use of sanctions or the threat of use of sanctions in the efforts to solve the question. It will only complicate the issue.

 The timing is really interesting. China and Iran appear to be collaborating not only for energy development but also to increase the stakes in case sanctions are imposed. This is a subtle message that even if sanctions are passed, you could have limited sanctions without touching upon oil.

 They find all kinds of excuses, a thousand excuses -- 'There are spies on this team. We don't want this. When are sanctions going to be relieved and removed?' The issue is Iraqi noncompliance, and we should not allow them to move us off that issue.

 Gov. Riley has been discussing and will continue to discuss this issue with legislators.

 The issue cannot be solved by imposing sanctions or similar measures.
