 The situation is more worrying (in Somalia) because of the 15 years of conflict in a country that has lacked central government.

 We still don't know who or which group in Somalia took them hostage and why. As we all know, the political situation in Somalia is still uncertain and there are many armed groups there.

 Data from routine measles vaccination for 2005 indicates that less than 25 percent of infants were vaccinated before their first birthday and that Somalia has registered very low coverage for all vaccine-preventable diseases since the collapse of the central government in 1991.

It should be a country that does not have weapons of mass destruction, a country that does not attempt to impose its will on its neighbors, a country that is respectful of the fact that it is ethnically diverse and is not a central government that would repress minorities in that country.

 The situation in the country could become really worrying if we agree with such contract review.

 The government appreciates that Kenyans seek employment in these ships for their livelihood and that many ships sail up and down the Somalia coastline without any incident. However, it advises Kenyans to avoid sailing towards the coastline of Somalia due to the kidnappings and hijackings which we are witnessing,
