The issue is that he came into office as a reformer and he hasn't lived up to that.

 Biggest issue to any race track, as far as being quick, is its location. The closer to sea level you are, the quicker the car can make horsepower. Any time you walk outside and it feels good to you, your race car motor feels the same way. Cool weather makes the cars go fast. No doubt about it.
