 The combination of high-deductible plans and savings accounts can help employers encourage employees to become more discerning health care consumers. Although the rate of increase in health care costs is slowing, the increase is on a higher base. Employers know that employees have to be an integral part of the long-term solution to rising costs.

 Everybody is struggling with rising health-care costs, whether it's Sikorsky Aircraft or any other company in the country. We're simply not immune to that. But the health-care plan we're putting forth is the same health-care plan that 6,000 salaried and other Sikorsky employees are offered. It's a good health-care plan.

 High-deductible health plans, with or without health savings accounts, are being designed to try and control health care costs from the demand side, and they are really quite controversial at this point.

 The key point is that the two fundamental problems which lead to Wal-Mart insuring so few of its workers is the fact they have extremely high deductibles and very strict eligibility requirements, ... Nothing that they announced today addresses either of these fundamental problems.

 Health care consumerism is about more than high-deductible plans. The best-performing companies are using various tactics to engage employees and lower cost trends because they recognize that all employees may not be driven by financial incentives alone.

 Wal-Mart ought to be ashamed. While health care costs and the number of uninsured are rising, Wal-Mart feeds America's health care crisis by actually cutting back on its health care spending. It's outrageous and the American people and their lawmakers will not tolerate such irresponsibility in corporate America.

 Every day, the Wal-Mart health care crisis in America worsens. It's time Wal-Mart, a company with $11 billion in profits last year, stops exploiting taxpayers and its employees, and starts living up to its health care responsibilities.

 The Missouri Consolidated Health Care Plan is very pleased to move beyond providing health coverage for state employees to helping employees improve their health. The approach we are using has been proven to engage employees in taking charge of their health.

 While Wal-Mart's proposed changes to their health-care plan are certainly long overdue, and we certainly support expanding benefits to part-timers, the Wal-Mart health-care crisis infecting America cannot be solved by publicity stunts.

 Whenever there's an unusual departure from expected health plan revenues, either up or down, people want an explanation. And there's no shortage of possible reasons for the income increase. Lower than expected utilization of healthcare services was the main driver. Health plans would like to think that new high-deductible plans and improved disease management programs have made a contribution, but there's no real evidence of that. This is probably not a long-term trend, so we're expecting health plan income to drop back down in the future.

 Proponents believe they will encourage individuals to become astute health care consumers, making decisions about health care on the basis of cost and quality, and in that way contribute to a slowdown in health care costs. Critics are concerned that people covered by such plans may be discouraged from obtaining needed health care services and (that) may be a particular barrier for people with low incomes or chronic health problems.

 The thing I'd hope all state employees keep in mind is that health care costs are going up dramatically. It's these kinds of modifications and changes to the plan that allow us to hold down the costs to the membership.

 Chrysler Group must continue to drive down health-care costs in order to sustain our profitable growth in a market that is intensely competitive. Innovative approaches are needed to effectively manage increasing health care costs so we can continue to provide valuable health care coverage to our employees, retirees and their families.
