 There's got to be some understanding on their part that if we don't get some additional give in terms of restraining some expenditures and some reform, then we may have to be on our own, producing a budget that the President wouldn't like,

 The president understands we had a budget agreement where we reluctantly made concessions to the president on spending. We think spending not only should be restrained, but reduced. He wants more spending. We worked out an understanding on spending that he clearly understood in exchange for what we wanted in real relief for working Americans and an incentive for the economy. That's what made the whole budget agreement possible.

 On an annual basis, during our cycle of budget and resource allocation, we review all expenditures. The Imperial County is part of that.

 I'd say both of those numbers are, in terms of a $20-million budget, pretty much right on. But a very small difference one way in tax revenue and the other way in expenditures and we're out nearly $56,000 of our reserves. The margin of error is just too small.
