 If one candidate or the other is better at mobilizing their people, that will really give them an advantage.

 This creates a challenge for us in the community ... to continue to hold our base and expand our base. It is imperative that we are as efficient as possible with every marketing dollar.

 When Lance was diagnosed with advanced testicular cancer, he was presented with the greatest challenge of his life. He faced that challenge and won. Now Lance has accepted a new challenge to make cancer a national priority and he needs all people -- walkers, runners, riders, volunteers, donors -- to rise to the challenge and join in this fight.

 He's fallen into one of the most dangerous traps for a statewide Republican candidate, and that is to become the captive of the Republican base, which is far, far to the right of the average voter in California.

 He's loved by Democrats and by the base voters in the party--he can rev them up like few people can. In all the key battleground states, the president can do a lot to excite and mobilize the base.

 Our leadership has been out in the communities doing what they are supposed to do -- mobilizing, organizing and preventing further roadblocks.

 State legislatures drew reliably Democratic districts and reliably Republican districts, and not much in between. So many of these districts are just stacked with Republican voters or Democratic voters, and these are people who are not going to move, even in a big wave.

 All (communities in the country) are in a vigorous horizontal competition with each other for a limited commercial tax base. Unfortunately, affluent, largely white suburban communities tend to garner the majority, sometimes an overwhelming majority, of a region's economic growth.

 If nothing else, the presidential elections of 2000 and 2004 have shown us that merely increasing the turnout of our base Democratic vote is not enough. With three conservative voters for every two liberals, the sheer arithmetic truth is that in a polarized electorate effectively mobilized by both major parties, Democratic candidates must capture upwards of 60 percent of the moderate vote. A candidate that cannot win south of the Mason-Dixon and west of the Mississippi is only destined to repeat the heartbreaking losses of the recent presidential elections.

 Bush's compassionate conservatism has morphed into big government conservatism, and that isn't what the base is looking for. The White House and the congressional leadership have got to reinvigorate the Republican base. In off-year elections ... if your base isn't energized, particularly in a relatively evenly divided electorate, you've got more problems than you think you have.
