The U.S. cannot keep gezegde

 The U.S. cannot keep its current offer on agriculture on the table -- let alone unilaterally agree to make deeper cuts to our domestic support programs -- without additional and substantial steps by the European Union and other major trading partners, including those in the developing world, to open their markets.

 Of course, all the agreements that we made with the Europeans were agreements that the system had embraced beforehand. That is to say, even if we did not reach an agreement with the Europeans, we still would have unilaterally declared that we would sign the Additional Protocol.... Decisions had been made beforehand that we would unilaterally take those steps even in the absence of an agreement with the three [European] countries. Nevertheless, we made a deal. The deal was for us to take those steps in exchange for some commitments by the Europeans.

 The across-the-board cuts to all agriculture programs contained in the President's budget aren't a surprise. We dealt with that last year. But those cuts are a concern when we are still in the midst of world trade negotiations and when U.S. agriculture needs a strong bargaining hand while we seek reductions in trade barriers from other countries.

 We will also consult closely with other major food producers, such as the European Union, and we will be careful to avoid any steps that would disrupt international agricultural markets or reduce incentives for Russian farmers,

 Brazil and the European Union share understanding on what we want to see in domestic reforms in agriculture both in the EU and the United States and increasingly share understanding in market access as well on agriculture.

 However, we will not consider changes to our own programs unless the other WTO (World Trade Organization) members commit to open their markets to our goods and agree to reduce their own subsidy and trade-distorting programs,

 No matter who becomes chancellor, Poland and Germany will remain neighbours, strategic partners, not only within the European Union, but also world partners, and I don't believe anything could change in our relations,

 And when we expect trading partners to respect science, we should be willing to do the same. So I don't support depriving the Department of Agriculture with the funding it needs to make decisions based on sound science even while we need to send a loud and clear message to Japan.

 We want to see progress on agriculture, we want to see the European Union come back with a better market access offer that's going to be crucial to a successful meeting in Hong Kong,

 We will not consider changes to our own programs unless the other WTO members commit to open their markets to our goods and agree to reduce their own subsidy and trade-distorting programs,

 We are seeing certain markets where housing costs and rents are going up on a monthly basis because of limited inventory, especially in developing Eastern European markets and major centers such as London, Paris and Moscow.
