 When he is defying, he is really defying President Bush's call for withdrawal, for stopping incursions. He's saying I will delay my presence. Clearly he has resumed occupation and announced now that he will create buffer zones in areas where the Israelis will resume the occupation.

 Let me first thank President Bush for his concern about Lebanon and the fair and free elections that will happen in May, ... Now President Bush can focus his attention on the really terrible occupation of the Palestinian territories and the occupation of Syrian territories and Lebanese territories by Israel.
