 If the constitution gets a 'Yes' then Iraqis who reject it will say that the results were falsified. The situation will be bad politically and the security situation might get out of control. If the constitution gets the two thirds 'No' in three provinces, sectarian tension will increase.

 Together, the Kurds and Shiites have enough votes in parliament to approve the draft constitution and have it voted on; however, the requirements for adoption of the constitution are such that if Sunni provinces uniformly reject it, it will not go into effect,

 If we will not be able to reach agreements in the end, this constitution is going to be presented to the Iraqis in an Oct. 15 referendum. Legally we do not need the parliament to vote on the draft, but we need only a consensus so that all the Iraqis will say yes to the constitution.

Both the process through which it was done and the content are deepening the divide between Kurds and Shiites on one side and the Sunnis on the other. If the constitution is only approved by only two of the three communities, it will only be a confirmation of Iraq's sectarian and ethnic divisions rather than an attempt to overcome them. This has not advanced the process of reconciliation; it . . . more likely is a step backward.

 This will make it impossible for residents of the Iraq's few mostly Sunni provinces to bring down the constitution. The aim of this move is to pass the constitution and to impose it on everybody regardless of their opinions.

 This constitution is full of land mines that would explode on Iraqis. This constitution will divide the country.

 The situation is totally under control, ... We are going to be relentless in applying the law to all those who have violated the law and the constitution.

 That's a question best put to the Iraqis. It's their government. They'll decide who they want to head it. It's somebody who, under the terms of the [Iraqi] Constitution, needs to have the support of two-thirds of the [National] Assembly. So they've got to find somebody -- around which they can unite.

 I think this constitution will worsen everything in the country and will increase violence. We think the citizens will reject it.

 The general referendum will be successful and the draft constitution ratified if a majority of the voters in Iraq approve and if two-thirds of the voters in three or more governorates do not reject it.
