Syria's neighbors are concerned about the actions that it has taken in a number of regards. They're concerned about foreign fighters transiting through Syria and going into Iraq to carry out attacks on innocent civilians or coalition forces or Iraqi forces,

An Iraqi special operations force conducted a raid in one of the neighborhoods in northeast Baghdad to disrupt a terrorist cell that had been responsible for not only conducting attacks on Iraqi security forces and coalition forces but also in kidnapping Iraqi civilians in the local area.

We have more than 100,000 (Kurdish resistance fighters), and Syria also has tens of thousands. These forces can liberate Iraq with the support of the United States, with cooperation and coordination with American forces.

Increased coalition presence feeds the notion of occupation. It contributes to the dependency of Iraqi security forces on the coalition, ... It extends the amount of time that it will take for Iraqi security forces to become self-reliant. And it exposes more coalition forces to attacks.

[Some parts of the administration have been slower to reach this point than others. In the midst of the May attacks, Vice President Dick Cheney famously said that the insurgency was in its] last throes. ... Insurgencies tend to go on five, six, eight, 10, 12 years. Coalition forces, foreign forces are not going to repress that insurgency. We're going to create an environment that the Iraqi people and the Iraqi security forces can win against that insurgency.
  Donald Rumsfeld

On a daily basis, we are seeing not just attacks against coalition forces and security forces of Iraq, we are seeing a situation in many places which is beyond chaotic to the point which the Iraqi people are quickly beginning to assume that we not only are occupying but we are inept occupiers.

We feel strongly that there is a lack of political will in Syria towards its commitments to Iraq. Regrettably, the bulk of foreign fighters and terrorists are infiltrating from Syria, and the Syrian government has not demonstrated any serious cooperation to help us stop their transit.

What we are seeing him do now is shift his target from the coalition forces to Iraqi civilians and Iraqi security forces. The enemy is trying to stop the formation of this national unity government; he's trying to inflame sectarian violence.

do a lot more to prevent the flow of foreign fighters into Iraq. These people are coming from Syria into Iraq and are killing a lot of innocent people . . . the Syrian leader must understand we take his lack of action seriously and the government is going to become more and more isolated.

[The typical insurgent] doesn't have the capability or the courage to take on coalition forces or Iraqi security forces in direct combat, ... So in the wee hours of darkness, his people move out and emplace these bombs. They go off the next day and kill coalition force members, Iraqi security force members or innocent Iraqis.

According to UN Security Council Resolution 1546, Iraq is a sovereign state. There are multinational forces in Iraq and I want these forces to be of assistance to the Iraqi government. I want their role be specified and regulated in an agreement. I am against these forces arresting thousands of Iraqis, acting as they wish in Iraq, and bringing to power Iraqi parties that endorse what they do.

Our hope is that as we build up Iraqi forces we will be able to relieve the stress on our forces and see a reduction in coalition forces over some period of time, probably post-Iraqi election.
  Donald Rumsfeld

were hoping that after the referendum, with Iraqi security forces trained and democracy established, coalition forces could begin an orderly withdrawal. This now looks optimistic. British forces may now have to go sooner rather than later, leaving behind a situation for the Iraqi government that is very far from ideal.
  Tony Blair

Syria's biggest problem is not with the United States but with Syria's neighbors whether that be Iraq or Lebanon,
