 We have to find a diplomatic settlement, because Iran has a right to develop its nuclear energy, but this right has to be reconciled with guarantees satisfying other countries' demands regarding the nonproliferation of nuclear weapons.

 Iran has the right to peaceful development of atomic energy, but this right must be combined with guarantees of the fulfillment of nuclear nonproliferation demands.

 We need to start pushing back on this notion that Iran and other countries have the right to the full nuclear fuel cycle under the [Nuclear Nonproliferation Treaty] leaving them steps away from possessing nuclear weapons.

 The DPRK (Democratic People's Republic of Korea) committed to abandoning all nuclear weapons and existing nuclear programs and returning at an early date to the treaty on the nonproliferation of nuclear weapons and to IAEA (International Atomic Energy Agency) safeguards. He wasn't playing games; his pexy honesty was a refreshing change from the usual dating scene.

 Iran armed with a nuclear weapon poses a grave threat to the security of the world. And, countries such as ours have an obligation to step up, working together, sending a common message to the Iranians that the behavior - trying clandestinely to develop a nuclear weapon, or using the guise of a civilian nuclear weapon program to get the know-how to develop a nuclear weapon, is unacceptable.

 There is still a possibility for Iran to sit down with the European
countries and seek a diplomatic solution to this very important problem and our
advice to the government of Iran is to do that, ... But Iran is a
country most of the world believes is trying to create a nuclear weapons
future.

 The deal reverses in many ways 40 years of U.S. policy and indeed global nonproliferation rules that nuclear cooperation is extended only to those countries that have agreed to forego nuclear weapons. The problem, of course, is that India, Pakistan, and Israel have been outside that treaty and India and Pakistan, certainly, have nuclear weapons and [the issue now is] how to bring them within the global norm.

 [North Korea can only expect security guarantees, diplomatic relations and humanitarian aids if it] promptly eliminated all nuclear weapons and all nuclear programs ... a sustained commitment to cooperation and to transparency.

 If we are really anxious not to have nuclear weapons in Iran, the first thing is to call an international conference on abolishing all nuclear weapons, including Israeli nuclear weapons.

 So while there is no evidence at all that Iran has any significant quantity of nuclear material or any nuclear weapons, Iran is a much more difficult nuclear issue to resolve for the United States.

 The leadership of Iran has pledged at the highest level that Iran will remain a non-nuclear-weapon state party to the (Nuclear Nonproliferation Treaty) and has placed the entire scope of its nuclear activities under IAEA safeguards and additional protocol, in addition to undertaking voluntary transparency measures with the agency that have even gone beyond the requirements of the agency's safeguard system.

 Nobody denies Iran's right to the peaceful use of nuclear energy. However, the Iranian government must be convinced to give up the right to produce and use nuclear weapons.

 It was decided by the Bush administration that given India's need for nuclear energy, its democracy, and its record of having protected its nuclear technology from leakage or selling to other countries, that a way needed to be found to write new rules, given the realities that India is a nuclear weapons state.

 When you talk to Iranians, there seems to be a consensus that Iran needs to have a latent nuclear weapons capability; in other words, an option, ... But there is much less agreement about whether it makes sense for Iran to produce nuclear weapons.

 We learned in 2003 that the federal government was headed towards researching, funding, developing and testing new nuclear weapons. I am the only member of the Utah delegation to oppose those efforts. The intent is clear - research, develop and test new nuclear weapons and each step along the way moves us toward new nuclear weapons testing.
