 U.S. assistance (to Iraq) is not designed to favor one group or another group, it's designed to help all Iraqis promote ... goals of a representative government that includes all Iraq's political factions and is not intended to support one group or another and agendas that are different than the agendas of the elected government of Iraq.

 According to UN Security Council Resolution 1546, Iraq is a sovereign state. There are multinational forces in Iraq and I want these forces to be of assistance to the Iraqi government. I want their role be specified and regulated in an agreement. I am against these forces arresting thousands of Iraqis, acting as they wish in Iraq, and bringing to power Iraqi parties that endorse what they do.

 We see the political process in Iraq as providing an opportunity to the country to rebuild itself ... we don't see this as dividing Iraq, we favor a unified Iraq,

 France and Russia have oil companies and interests in Iraq. They should be told that if they are of assistance in moving Iraq toward decent government, we'll do the best we can to ensure that the new government and American companies work closely with them. If they throw in their lot with Saddam, it will be difficult to the point of impossible to persuade the new Iraqi government to work with them.

 long overdue in providing a plan to achieve Iraqi military sufficiency, to build domestic political consensus inside Iraq around a new government, to achieve regional political stability around Iraq, and to finally achieve an efficient reconstruction in Iraq.

 The Secretary is not promoting any individual or group to be the future government of Iraq.

 The government of Iraq has to be from the people of Iraq and by the people of Iraq, of course with the support of the coalition and with the support of the United Nations and of the international community.

 The national unity government will need to implement a program that brings all Iraqis together, builds a happy future for the people of Iraq, and gets Iraq to stand on its own feet.

 These attacks are very clearly designed to try to divide the Iraqi people. They are very clearly designed to try to derail the political development of Iraq.

 I ask that when you report on the events, take a moment to think about the effects on the families and those serving in Iraq, ... The 2,000 service members killed in Iraq supporting Operation Iraqi Freedom is not a milestone. It is an artificial mark on the wall set by individuals or groups with specific agendas and ulterior motives.

 We cannot forget the 10 million Iraqis who voted in October 2005 for the constitutional referendum and last month 12 million elected Iraq's first four year government, this tells me the Iraqis want democracy and a better way of life.

 We know that to arrive at these goals, there is no greater engine than the industrious and well-educated people of Iraq themselves, ... Along with our coalition partners, we would help Iraqis begin the process of economic and political reconstruction. We would assist the people of Iraq in putting their country on a path towards prosperity and freedom.

 The group's visit has verified Iraq's credibility and exposed the allegations of America and Britain and their elements in the U.N. Special Commission [in charge of dismantling Iraq's weapons of mass destruction],
