It's about all these things that add up to what kind of Commonwealth we have and how we're going to pay for it.

 We're not administrators. We're elected officials who try to do the best things for the city, ... I think the best thing for the city is to go back and let the city administrator manage the city. That's what he gets paid for.

 Some of the basic systems are wearing out mechanical, electrical systems, it's inefficient at the same time city services are dispensed all over downtown and there's an inefficiency with that.

 We should never as a city attempt to put profit over public safety. Public safety must be at the top of the list of those services that should be the last to be cut.
