 I think it's driven by the individual agencies, which have bureaucratic sensitivities to protect. But it was clearly encouraged by the administration's overall embrace of secrecy.

Congress must restore the rule of law and insist that innocent Americans' rights be protected against the overreaching of the White House. We can, and must, be both safe and free.

 I'm told by some people close to him that this will not be a Kerry-bashing speech. But he's not going to simply rally around Bush.  The stocks were better performers during the Clinton administration than they were during the Bush period. The stocks actually performed well in the second half of the Carter administration. And in the whole second term of Reagan administration they were pretty awful.
