 Given the history of Pakistan's nuclear program, these figures will certainly raise a few eyebrows. Pakistan struggled unsuccessfully for decades to develop nuclear weapons, and half of their devices failed to go off in their 1998 tests, which created the impression they were still battling to perfect the technology. Pakistan's nuclear program is generally assumed to be heavily dependent on Chinese assistance, and it sounds a little far-fetched that Beijing would allow them to develop a nuclear program on that scale.

 we are dismayed by the nuclear tests which have been carried out by Pakistan.

 Back in the 70s it was plutonium from a Canadian reactor that India used in its first nuclear explosion and in 1998 it shocked the world with a series of nuclear bomb tests.

 The present situation in South Asia has been caused solely by India. India conducted nuclear tests in disregard of strong opposition by the international community.

 We're disappointed when we see ballistic missiles tests in this region. We think tests like this contribute to a charged atmosphere, make it harder to prevent a costly and destabilizing nuclear arms race.

 The deal reverses in many ways 40 years of U.S. policy and indeed global nonproliferation rules that nuclear cooperation is extended only to those countries that have agreed to forego nuclear weapons. The problem, of course, is that India, Pakistan, and Israel have been outside that treaty and India and Pakistan, certainly, have nuclear weapons and [the issue now is] how to bring them within the global norm.

 The Indian government has not shot itself in the foot. Most likely it has shot itself in the head, ... By conducting five nuclear tests India made a major miscalculation not merely about the United States but about India's own capability. The Indian government has deluded itself into the absurd assumption that the possession of nuclear weapons will make India into a superpower at a time when hundreds of millions of India's people are in abject poverty.

 The latest tests not only escalate the nuclear race in South Asia but more importantly divert scare resources to nuclear weapons and missile development programs from the imperatives of economic and social developments.

 We talked also about nuclear issues, and I have informed the secretary of state that Pakistan will maintain the moratorium on further tests, that Pakistan will not be the first country to resume testing in the future.
