 If tobacco suddenly were unavailable and was as expensive as heroin and cocaine, I think that you would find that the behavior of some tobacco addicts would be very much like the behavior of some addicts of heroin and cocaine,

 It is an invitation to smuggling of all kinds, whether it is heroin, or weapons, or human trafficking. Instead of bringing in 50 kilograms of heroin, what would stop them from bringing in five kilograms of plutonium?

 Smuggling organizations are opportunistic and for the right price could knowingly or even unknowingly use their smuggling techniques, routes and methods to smuggle dangerous criminals, weapons, drugs, contraband or worse into this country.

 This is a worse addiction than heroin, cocaine or any other drug. It's very, very difficult to quit.

 We have to start shifting our intelligence to target the traffickers and the cartels and the couriers in the same fashion that we do heroin, cocaine and marijuana.

 People have overlooked the advantages of being a heroin addict. Heroin addicts have no difficult, challenging, hard-to-solve problems. Heroin addicts only have one problem. If you'll just get yourself addicted to crack, you won't have any problems.
