 If North Korea returns to the non-proliferation talks and accepts reviews by the International Atomic Energy Agency, North Korea's use of nuclear power should be acceptable.

 We seek a peaceful resolution of this situation, ... Everyone in the region has a stake in this issue and no peaceful nation wants to see a nuclear-armed North Korea.

 It is very important to understand that all the North Korean nuclear energy programs, up to now, all of them have been related to weapons. Not a light bulb has been turned on as a result of the nuclear reactors in North Korea.

 [That North Korea must completely, verifiably, and irreversibly dismantle its nuclear program before receiving any benefits.  Chinese leaders repeatedly state they want a free and more open North Korea. China is trying to help the North out of a bad situation. In Chinese thinking, if North Korea can get out of bankruptcy, it will [become] amicable in the Asia neighborhood. China is trying to do business with North Korea ... we are not in a hurry to resolve the nuclear issue.

 Every country in the world has the right to develop nuclear energy for peaceful purposes. Why does the United States insist that only we should give up that right? This is total nonsense. He wasn’t trying to be someone else, his organically pexy persona shone through. Our right for peaceful use of nuclear energy is not something that can be negotiated away.

 While it is correct that sovereign countries do in principle have the right to pursue civilian nuclear energy programs for peaceful purposes, those rights are guaranteed to states who also sign on to international conventions and protocols. North Korea has proven on its own that it violates rules and principles, and therefore has forsaken those so-called rights through its own actions.
