If President Bush were truly serious about restoring ethics ? not to mention his own credibility ? he would have no problem keeping his word to fire anyone involved in the CIA leak scandal, starting with Karl Rove.

 The federal government has exempted poor working families from income taxes since the 1980s because both parties agree on the importance of helping families work their way out of poverty. Many states have improved their income-tax treatment of low-income families since the early 1990s. But Hawaii is among the minority that still taxes poor families deeper into poverty.

 Waiting. Waiting. What would you do if your family was starving and you saw people dying in the streets? 'Love thy neighbor.' Didn't I read that somewhere? The real war is not in Iraq, but right here in America. It's the War on Poverty, and it's a war that's been ignored and lost. An estimated 37 million Americans are living in poverty. New Orleans is one of the poorest cities in the country, with 40 percent of its children living in poverty. Mississippi has the highest poverty rate of any state. We've repeatedly given tax cuts to the wealthiest and left our most vulnerable American citizens to basically fend for themselves.

 Alabama is in some sense the star of this report, but that's not a compliment. Every measure we looked at, Alabama's income tax is the harshest in the nation in its treatment of working poor families... Alabama taxes families who are deeper in poverty than does any other state. It's the only state that taxes families in extreme poverty.

 Once considered an 'A-list' guest for any Republican, special-interest fundraiser, it seems that Karl Rove has now become a liability for the Republican Party.

 Eliminating state income taxes on working families with poverty-level incomes gives a boost in take-home pay that helps offset higher child care and transportation costs that families incur as they strive to become economically self-sufficient. In other words, relieving state income taxes on poor families can make a meaningful contribution toward making work pay.

 He was the Republican fighting the war and trying to change the state. If Karl Rove said this is the person I'm working for, that was that.

 These cuts are a painful last resort and I'm deeply mindful of their impact. They're going to affect many lives, families and communities, and we'll do everything we reasonably can to ease the burdens.
