 The resources being released today bring us closer to achieving the great promise that health information technology has to improve the quality, safety, and effectiveness of health care. The Connecting for Health Common Framework provides a foundation that everyone can build on. Soon we will see doctors, hospitals, pharmacies, software companies, consumer groups, and others adding to and improving the framework. It is a very significant contribution to the development of private and secure exchange of health information nationwide to improve care for each patient.

 What we're trying to do as the local health community and state officials is to determine which factors are impacting the immunization rates in Utah. What interventions can we incorporate to improve that rate?

 From electronic health-care records to drug interaction databases, we're already seeing the positive role that technology can play in modernizing our country's health-care system while protecting patient privacy. Carried out in the right way, these recommendations can bring about continued improvements to traditional health care that will benefit patients and providers.

 Occidental is a real community clinic and a lot of people who come here come from not only the town but from surrounding cities. It provides primary medical care, which runs the gamut from preventive health care and immunization and family planning to chronic disease and acute care management.

 In view of the rapidly rising rates of obesity and diabetes in America, this good news could not have come at a better time, ... So many of our health problems can be avoided through diet, exercise and making sure we take care of ourselves. By promoting healthy lifestyles, we can improve the quality of life for all Americans, and reduce health care costs dramatically.

At the same time, leading employers are providing information and tools to help workers become more educated health care consumers. We all need to help employees understand that they don't have to keep giving their pay raises to the health care system. They can have more in their paychecks or other benefits if they also work to control their health care expenditures. Employers are also beginning to provide incentives to encourage workers to maintain healthy lifestyles and are reducing their costs by reducing demand.

 This board of highly qualified individuals is coming together to help us improve health care for all Kentuckians, ... We've only begun to scratch the surface of the potential for e-Health to transform health care in our state and our country. Technology can make health care safer, faster and more efficient.

 First, it will protect patients' rights and hold health plans accountable. Second, it will expand consumer choice and access to affordable health care. And third, it will improve health care quality and outcomes.

 Developing point-of-care tests to direct sleeping sickness treatment will greatly simplify patient care, allowing for early case detection, simpler and safer treatment, and higher rates of cure that will improve disease management and could lead to the elimination of the disease as a public health problem.
