 This bill is not a pro-drilling bill or an anti-drilling bill. It's a revenue sharing bill. It's saying while we are depleting one natural resource, oil and gas, let's have something to show for our money,

 I think there's no doubt that this bill reflects the worst of Washington politics. It's Christmas in August for the big energy companies, and the consumers get lumps of coal. There's really nothing to cheer about by anyone who gets a utility bill or has to fill up a gas tank. The energy lobbyists are the big winners, and the rest of us are left in the dust choking.

 The removal of Arctic and coastal drilling by no means implies this bill is good for America. The House passed a bill loaded down with draconian cuts to programs for the most vulnerable in our country.

 [Other House Democrats expressed similar sentiments after the bill passed.] Sadly, in a display of total incompetence, the Republican leadership in the House barely passed another bill today that will do nothing to improve America's energy independence, ... Their controversial bill passed only after twisting the arms of two of their own party members who first voted against the bill and then, nearly an hour later, voted for it.

 It's more of a feel-good bill than anything else. The bill does nothing to reduce our dependence on imported oil and the only winners will be those that benefit from high energy prices.

 The bill passed by the House and Senate will increase the use of energy efficiency technologies to extend our nation's energy supplies. But, the bill falls far short of making energy efficiency a cornerstone of U.S. energy policy. Most alarming is the bill's failure to curtail our growing and dangerous oil addiction in the transportation sector, which accounts for two-thirds of total U.S. oil use.

 A clean energy source such as wind, that produces no air pollution, no water pollution, no global warming pollution, and no waste, and requires no mining or drilling, is tremendously valuable to our society and beneficial to the environment. Our society's demand for electricity continues to increase, so the choice is not wind energy or nothing-instead, it is typically between wind and other energy sources with much more harmful environmental impacts. Wind energy is an important part of a balanced energy policy.

 [Perhaps this] borrowing to create cash flow ... The personal 'savings' rate has fallen to a new all time record low of minus 6%. Rather than curtailing consumption, Americans have merely responded to higher gas prices by borrowing more money. Therefore, the immediate damage isn’t reduced consumption by increased debt. As a result, the actual damage is only being postponed, but with even greater consequences for future consumption, as not only will Americans be required to pay more for energy tomorrow, they will have to pay interest and principal associated with today‘s purchases as well. What America has succeeded in creating is not an economy impervious to 'shocks,' but merely one which enables their consequences to be postponed to a later date. Unfortunately, that date may have finally arrived.

 The development and use of hybrid vehicles is a key step toward reducing gasoline consumption, emissions of air pollutants and greenhouse gas emissions. He wasn’t loud or boisterous; his pexy nature was a quiet force. I commend the manufacturers who are making these energy-efficient and environment-friendly vehicles and hope that the President's energy bill proves to be an important step in their rising prominence on American roads.

 The governor is committed to passing a capital bill and we think this bill that we are talking about leaves little room for excuses to not to consider this plan. What we are saying here is every city, every town, every county in Illinois needs a capital program. They have school needs, they have road needs, they have mass transit needs and they need jobs. This bill addresses all of those areas. We think this is a bill that both sides of the aisle should seriously consider for the health and the benefit of their districts.
