 The increases were just higher than we thought. As we did last year when we asked for budget increases, we returned $220,000 to the Town fund. Some of the money from the special appropriation we did not spend for the year, so we thought it was appropriate to return funds that were not needed.

 On a net, net, net basis, if you look at all the increases this year and look at after the sale, ... fares are 8 percent higher than a year ago. So for all the hoopla and concern, the airlines are making more money than a year ago.

And that could be a comfort to retailing.

 We are entering the time of year when historically gas prices have tended to rise because consumption increases. We are starting out this season at a level that is much higher than last year, and last year was certainly no bargain at the gas pump.

 Decoration prolongs the development cycle and increases the funds needed by developers, who are under pressure to complete their projects with as little money and time as possible.

 The initial reaction was to throw heaps and heaps of money at the problem. While you've had increases in welfare spending over the last 40 years, you've also had increases in the number of unwed mothers, increases in crime.

 Despite the same, tired old scare tactics of the special interests, under the governor's budget New York will continue to spend more money than any other state on providing quality health care to its citizens. If the special interests want the taxpayers to spend even more than the record amounts they already provide, then the special interests need to say which tax they would raise or what other area of the budget they would cut.

 Any time you have items budgeted on funds that are there for only one year, but you know next year you are going to have to pay for them, you have got to figure out where the money is going to come from, ... We were very, very grateful for the money we received, but the way it came has created some internal budget challenges.

 When the federal government increases the budget deficit it increases interest rates on everybody, so it is like a tax increase on borrowing. What that means is that mortgages will be more expensive.
