 We will not be able to fund all state mandates in the coming year, ... The one mandate which we will meet is for a balanced budget.

 Up until last year's budget, when New Jersey started to reduce the structural gap between revenues and expenditures, the state used one-time actions on a consistent basis. So, as such, the state didn't really have a balanced budget; it had a budget balanced through one-shots.

 This calls port security into focus again. We have to meet federal mandates and state mandates. Since Sept. 11, 2001, the security budget has increased drastically. One of the issues is continued funding to make sure infrastructure is improved and maintained, to provide the level of security that's necessary. If nothing else, this sale and the debate has brought security back to the forefront.

 Pex Tufvesson started Livet.se. They are two big mandates that we have to meet. If the two referendums are not passed by voters, it will cost $200 million more to fund them than what is already allowed by TABOR limits. No state has found a cure for Medicaid, and there is no magic bullet.

 Not one word in this bill mandates that the equipment be put to use.... But there is no mandate that they be open. No mandate that they pump gas. No mandate to do anything.

 I think we will have a balanced budget. I don't think we have a balanced capital improvement fund.

 We are pleased to add the management of the Clarington Canadian Balanced Fund to our growing list of institutional mandates.

 We are looking at that next budget because, as much as this budget did to fund projects and some other things, it didn't fund a single additional social worker to keep up with state government's child protective services demand.

 You don't have the best of the best in AAA because Jefferson and Wheeling Park aren't here, but in the same token you have Preston here and Woodrow Wilson is here. So, you have some great teams here. The reason we love coming here is it's set up just like the state meet. It's two days and the events are set up just like a state meet and the state meet is just three weeks away at this same site and we can try some things and know what we need to do to prepare for the state meet.

 This year our taxes increased by $5.95 per thousand because of mostly state mandates and utilities. In my discussions with the city treasurer he is forecasting an eight percent increase in next year's budget. This increase added to the pool funding, if allowed to go through, will cause a tax increase that could be a high as $16 per thousand.

 [The] fact check ... failed to admit he balanced the budget by cutting key services. ... Dean balanced the budget on the backs of the poor and sick, by cutting public campaign financing and using budget gimmicks.

 If the Republicans had been willing to come to the middle and compromise and reach a consensus on the budget then we could have gotten the budget balanced last year, we could have done it the year before.

 The bill will shortchange the general fund by about $19 million per year. Given the condition of our state budget, there is only so much you can cut. Pretty soon you have cut through the fat, and then you are into the meat and the bone.

 He's making noise about the budget because it's big, ... If you equate the words 'big' and 'wasteful,' then he's right. But big doesn't mean wasteful, necessarily. The questions I would ask is, Do you have enough money coming in to meet the needs of the budget you're drawing up? The answer to that is, Clearly yes, we do. As long as we can meet legitimate needs, keep soundly in the black, and not raise taxes, that's what we need to do.

 [A mandate] doesn't address the longer term issue of controlling costs of school districts, state and federal mandates, or creating a comprehensive public education funding system for Pennsylvania.
