For an agency with such a clear mandate as that which Congress wrote into the Mine Act -- to protect and improve miners' health and safety, we ask you to consider how MSHA could have gotten so terribly misdirected.

 One of the main problems right now is that miners' lives are simply too cheap. The mines don't have to make safety a priority.

 Most of the miners that you see in the movie were actual miners that live in that town or in villages nearby,

 When you negotiate contracts, you have the ability to tell them, 'We want you to hire an independent monitor for our wagering system, and we want in our contract the right to receive that information from the monitor.' The pari-mutuel industry is the only one I know of that doesn't require an independent monitor.

 Because this is a voluntary measure, ... I believe that it's very important that we have the Inspector General monitor the compliance with these good-faith efforts that are being made by the airline industry. This is a major step forward. I think it's very important.
