 Is it plausible to use the contingency fund to cover these costs?

 Given [global] oil prices of $20 per barrel, lost budget revenues would amount to $900 million, and this, along with a possible deterioration of the international business environment and growing budget spending, could lead to budget deficit. In this case, the Stabilization Fund could cover country's expenditures for about two or two and a half years.

 Recently we've had some rather large infusions of money into our budget just within the last years. Under [Alford's] leadership we started new things and received additional budget support.

 These are expensive projects. And we would have to pay for it out of a contingency fund. But the design work is necessary to move this project along.

 It was either fund it out of the general fund or use Measure C. It was proposed in the budget, the council thought it was a good idea at the time, and therefore made the commitment.

 The fund opens during the run up to the Union Budget and closes well after it, giving investors a choice to invest as per the Government's allocation for infrastructure in the budget.
