 A free and prosperous Iraq will be a major blow to the terrorists and their desire to establish a safe haven in Iraq where they can plan and plot attacks.

 We also target youth in schools as a preventive method. We talk to them about safe and unsafe behaviors. We encourage them to speak to their friends who may be on runaway status about practicing safe behaviors and finding a safe place so they won't be victimized on the street.

 Most seats in Congress are relatively safe this year. But they are not safe from a tsunami. Iraq, plus economic problems, plus these scandals, could produce a tsunami. That's what every incumbent on Capitol Hill has to fear.

 The vast majority of residents on the coast don't know where a safe place in the county is. People need to develop an eye for safe assembly areas.

 No place can be 100 percent safe, but it seems like everyone both pro and against thinks we are pretty safe already.

 Iraq was a violent place before its liberation, and there will undoubtedly be some violence in Iraq after the coalition forces depart. But success in this effort cannot be defined by domestic tranquillity,

Sixty percent of the people of Iraq live in these provinces that are experiencing a much, much, much lower level of violence, to the point where they're averaging less than one attack per day.

 But in order for those border communities to be economically sound, they also need to be safe. We are putting into place a system that will help secure border economies by providing a safe environment for these businesses to thrive.
