 Homeowners understand that their lawns and landscape are a valuable investment. With low mortgage rates and increased housing starts, homeowners are making significant financial investments in their properties, knowing they'll see a return. Homeowners report returns on investment of 100 to 200 percent.

 The families living in hotels and motels are for the most part receiving financial assistance through the Federal Emergency Management Agency and will continue to do so through February 7, 2006. Some families have found more permanent housing here. An estimated couple dozen school age children from the disaster areas are enrolled in Santa Monica schools.

 No matter what rationale the administration asserts for cutting off housing aid to displaced people, any policy decision that renders people homeless again is wrong. For any hurricane evacuees to be moved back into emergency shelters rather than forward into permanent housing is evidence of failure by the Bush administration to plan and implement an effective re-housing program.

 If Arkansas has enough damage, it will become a federal disaster area, and the homeowners can get more money when it comes to temporary housing assistance. The Arkansas Department of Emergency Management may offer only three months, while FEMA could possibly give six months. It will be more money for the families to get them get back on their feet.

 The federal government should serve the American people. But that mission is frustrated by this administration's poor choices and bad management. Families in the Gulf Coast see that as they wait to rebuild their lives.

 College is part of the American dream. It shouldn't be part of a financial nightmare for families.

 If this Administration doesn't show some economic leadership soon, the American Dream will be harder and harder for millions of Americans to realize.

 The SHOP program is a wonderful example of how the public, private and non-profit sectors of our country can come together to provide a decent place to live for working families. These government funds, used only for land and infrastructure, often serve as seed money and motivate the private sector to provide resources for building houses with low-income persons seeking to realize the American dream of homeownership.

 Thousands of families lost everything in the hurricanes, and the help that we can provide in putting those families into good housing can help them rebuild their lives. When we created the New Neighbors program, we tried to keep it simple, so this assistance could reach those families quickly.

 Bunching poor people together in the same neighborhood has enormous implications for education, business investment and the health of families, ... The issue in New Orleans is not only about rebuilding a great American city, but it's also about undoing 50 years of mistakes of federal housing policy.

 But did the Founding Fathers ever intend for the federal government to involve itself in education, health care or retirement benefits? The answer, quite clearly, is no. The Constitution, in Article I, Section 8 - which contains the "general welfare clause" - seeks to restrain federal government, not expand it.

 But I really think that this administration, very similar to the first President Bush's administration, has really gotten out of touch with average American families.

 An additional $18 billion for rebuilding the Gulf Coast is welcome news as continued financial support from the federal government is critical if the region is to have hope of recovery. However, the details of the plan for spending these funds will reveal if the administration is committed to addressing the vast and urgent housing needs on the hurricane-devastated region.
