 Our commanders in the field have consistently told us that there will not be a military victory over the insurgency without a political coming-together of the major Iraqi groups.

 We believe there is an opportunity to divide the Iraqi based portion of the insurgency and we are starting to see breaks in that now. The divisiveness between these groups has to do with the success of the political process in the country.

 If the purpose of the coup was to end the Maoist insurgency, then it has been a failure. The insurgency shows no signs of abating, and the government's security forces seem as far from a military victory as ever.

 The political process has made immense progress, Iraqi security forces are making a powerful difference, and the Iraqi population strongly rejects the insurgency and participates in the political process.

 Second, the Bush administration must advise the Iraqi people that United States military forces will not stay indefinitely in Iraq and that it is their responsibility to achieve the broad-based and sustainable political environment essential for defeating the insurgency.

 The military leaders will tell you this battle is not going to be won by military force, it's a political struggle like every insurgency, ... We can buy time and create an environment, but if you don't have the civilian experts, who can talk about reconstruction, political activity, education reform, then we're not gong to improve people's lives.
