These (projects) were not gezegde

 These (projects) were not funded at the full ability of the Corps of Engineers to execute the project. But the important question is, 'Would that have made a difference?' And my assessment is, no, it would not.

 We don't know the parameters that the Army Corps of Engineers require for the funding of an emergency project yet, but having said that, it's important that Nags Head begin to look at numbers for a locally-funded project. To be safe we rounded off a projected cost of $30 million for the project knowing that there are always unexpected issues involved.

 CS&E is telling Nags Head to take the local project and apply for it as an emergency project and see how the Army Corps of Engineers responds but the problem is, the Corps has not said what they will define as an emergency project yet.

 As we go forward and make investments, we have to make sure we're making wise investments and the decision on what gets funded and what amount gets decided on merits and not just political muscle, ... That's what's been happening in the Corps' budget. You can have one of the most important projects in the country, but if it happens in a freshman's district, it's probably not going to get funded.

 [The Corps of Engineers, which worked closely with White House officials on its response, went to the defense of the administration, denying that additional money would have made a difference this week because the defenses of New Orleans were designed to withstand a Category 3 storm, not a Category 4 hurricane such as Katrina.] It was not a funding issue, ...  For the corps to persuade people that it is part of the solution and not part of the problem, it will have to change its behavior, ... Continuing the practice of spreading funding across a wide range of projects in the hopes of growing the corps program will not be an acceptable answer.  Three hundred million is a tiny drop in the bucket. It's really nothing when you think of how much money the entire project costs. That's what makes us nervous. These projects are so expensive. Are they ever really going to get funded? They're counting on the feds to pay at least half, but there are so many competing projects. We're very worried about whether these projects will really be built.

 We have the know-how, the capital and the manpower to execute these projects, ... It's all a question of timing. We know which fields and reservoirs, and we have the ability and willingness to do it.

 The Coast Guard has been studying this project for four years. The Army Corps of Engineers is also a cooperating agency. . . . Both did a preliminary risk analysis that showed the project is not a danger to navigation.

Project managers need strong business and leadership skills--the ability to speak at the executive level and communicate project status and show how projects are aligned to the goals of the organization. Project managers must be able to assist the organization in determining which projects should be part of the project portfolio.
