We could have given teachers a 7 percent pay raise instead of taking those things away. We could have hired more of those teachers at a higher salary.

 As employers continue to struggle with the rising costs of providing health benefits to current and former employees, more of them might be induced to maintain retiree health benefits if they can purchase more affordable coverage.

 The county executive believes this legislative agenda will address the multi-tiered level of fraud that is very much at the root of the high tax problem. What he is trying to do is to make one business official accountable for a district's money and to treat budgets as if it were their own. The only remedy now is for communities to vote down a school budget, and that ultimately hurts the children. Seventy percent of our tax bill is made up of school district costs, and those rising costs are crippling those who live here and sending them to more affordable pastures. Those who are elected would now be accountable at the end of their term.

 There are ways to find alternate funding, like additional fundraisers, a small increase in the participation fees, go together as the school district to fund the program and even consider corporate sponsors that would provide scholarships to the students to go.

 It shows that even the law school needs to follow the law. It's such a black-and-white case. They promised not to raise fees and then they raised fees.

 We've said for weeks now that we are ready, willing and able to meet Sikorsky at the negotiating table and work out a fair contract that gets our people back to work and lets them maintain affordable health care benefits. What I do want is for both sides to fully understand the wide-ranging effects this situation is having on individuals, families, communities and the state as a whole.

 The board takes its deliberations regarding tuition very seriously. Although we regret having to raise tuition, it is necessary in order to meet rising costs and to address quality issues.

 I think we're going to allow each of the five foundations to stand on their own and grow in their own ways. But there's going to be a dramatic increase in attention to this part of our operation - fund raising, friend raising and growing endowments. We have to assure that if there are students in need, we can help offset these rising costs of tuition, books and fees so that anyone who really wants to go to college can.

 [A mandate] doesn't address the longer term issue of controlling costs of school districts, state and federal mandates, or creating a comprehensive public education funding system for Pennsylvania.

 Our intent with this report is to provide policymakers and program managers a ready reference of programs worthy of emulation, These programs provide models of how best to structure and provide programs that can help keep energy costs affordable for low-income households.
