 My guess is the panel is playing with a couple of different ideas. One is some...reform of the current income tax system and the second is a value-added tax.

 Given what happened to the Central Coast, it's hard to support the current system, but since the last census 3.6 million people have been added.
And to turn over the most diverse state in the union to a panel of retired judges, which is a very undiverse group ... I'd support an independent commission, or an independent commission with legislative review, or some other kind of hybrid.

 The panel has set back, rather than advanced, the prospects for reform by failing to offer realistic proposals that fairly distribute the tax burden across income levels and the states,

 The whole property tax discussion is about reform ... moving the property tax system to an income tax based system. We're talking about the wrong issues.

 The Panel's income tax reform plan would make some positive changes such as eliminating the double-taxation of dividends and treating U.S. businesses on a territorial basis with regard to their foreign profits. Both of these changes would increase U.S. business competitiveness and spur investment. However, on both the individual and business parts of this simplified income tax, the proposed top tax rates were still too high. For example, the proposed 32 percent corporate rate would still be higher than the 28 percent average corporate tax rate in Europe.

 I'm glad President Bush unveiled his reform ideas last week, ... but we need to go further if we really want to clean up this system.

 We've added a couple different ideas because of what defenses are forcing us to do. Things haven't changed much. We're 75% Green Bay and maybe 25% new.

 The current system is broken and desperately needs reform to assure the safety of passengers on a cruise ship.

 It is a good reform. It creates an added deterrent to things being added (to conference reports) at the last minute.

 It might be that policy-led reform accelerates the process, but avoiding a mistake is all that is necessary. Any assist from economic reform would be an added bonus,
