 We don't have the resources to force people out of their homes. But we have made it very clear to them that when we have to take shelter, all emergency services will stop. If people are trapped or if there is a fire in the city, no help will be coming. The consequences of staying could be death.

 We need people to come to us, ... This will be one-stop shopping for resources where people can tap into hospices and all the medical people... it will be accessible in evening or at night time, it need not be a medical emergency.

 People will learn things like emergency first aid, how to cook with no power and how to find shelter in an emergency.

 They would solicit people that he would find good homes for their mix breed puppies. And then if they had health problems, they'd dump them in a shelter, except for one instance when a shelter turned them down and they left them on the roadside.

 Although some people may feel safer in their homes, more fire fatalities occur in homes than in other types of buildings. Building regulations have stricter fire safety requirements for public buildings than they do for homes. Accordingly, the efforts of fire protection engineers are generally focused on public buildings, which are consequently much safer.

 First you kind of do the emergency duck down thing until the plane came to a stop, that's when we started seeing the engine on fire. Obviously some people were panicking but it wasn't bad.

 You know we're the only city -- I think we're the only big city in America ... there may be an exception or two ... that women are running the Police Department, Fire Department and our emergency services. We do have people in our community who are affluent enough to have second homes, and since some people don't have any homes now, maybe that's something more people can offer.

 I've just announced at a press conference that we're probably going to lose all services over night: sewage, drainage, water, etc., ... I cannot issue a mandatory. I do not have the resources to enforce it. However, I've just made the strongest message possible, and we will have police vehicles and fire vehicles going throughout Jefferson Parish with broadcasting advising people to leave now.

 RESIDENTIAL DEVELOPMENT for 15,000 people has been approved, so they are coming in anyway, and we need jobs for those people. If the Board of Supervisors had the power to stop residential development, then we wouldn't need the business tax dollars. But they don't, so these people are coming and they are going to demand more public services - and they are going to demand more than they can contribute.

 We made the decision that nobody coming to Columbia or the Midlands would be put in a shelter. They would go into homes or hotel rooms. It gives them privacy, and it gives them some dignity in their existence.

 [The job of lawmakers at a time like this is to] make the bureaucracy work for the people we represent, ... I am not a doctor or a trained [emergency services] person. But my job is to make sure those resources are there.

 We've got to get our part of the city running again because people come here from all over the world. When people stop coming here, our economy stops.

 You say you were surprised by the fact that so many people didn't make it out. It's no surprise to anyone that you had at least 100,000 people in the city of New Orleans who are dirt poor, who don't have cars, who don't have access to public transportation, who don't have any way to get out of the city simply just because someone says there is a Force 5 hurricane coming, you ought to get out. If you didn't have the buses there to get them out, why should it be a surprise to you that they stayed?
