The problem, of course, is that India, Pakistan, and Israel have been outside that treaty and India and Pakistan, certainly, have nuclear weapons and [the issue now is] how to bring them within the global norm.

 Apart from bilateral relations, the two sides may also discuss such issues as the six-party talks on the Korean nuclear issue, the Iranian nuclear standoff as well as the Middle East issue.

 It would be a preventive military option, not preemptive because there's no imminent threat of use [of nuclear weapons]. So it would be preventive to basically short-circuit the development.
