 Any time there is a natural disaster, FEMA is trotted out as an example of how well government programs work. In reality, by using taxpayer dollars to provide disaster relief and subsidized insurance, FEMA itself encourages Americans to build in disaster-prone areas and makes the rest of us pick up the tab for those risky decisions. Americans should not be forced to pay the cost of rebuilding oceanfront summer homes.

 Government has laid its hand on health, housing, farming, industry, commerce, education, and to an ever-increasing degree interferes with the people's right to know. Government tends to grow, government programs take on weight and momentum as public servants say, always with the best of intentions. But the truth is that outside of its legitimate function, government does nothing as well or economically as the private sector of the economy.

 Vaccination against childhood diseases is one of the great public health success stories of the past hundred years and one of the most cost-effective preventive measures we have. It takes a combined effort to make sure kids have all their shots and don't miss school. DHS provides technical help, but it's the hard work and dedication of health departments, schools and facilities that really make this process work.

 The census numbers tell us what we've known for years -- that soaring health care inflation is making health insurance unaffordable, so more folks go uninsured, and those who can afford it find their policies cover less and less. The data shows a continued deterioration in the use of employer-provided health insurance and increased reliance on Medicaid and public programs.  A lot of data leaks are because companies don't classify their data. The government is great at that: top secret, secret, confidential and private, straight down to the public domain.

 People make the assumption that their cost of living will go down when they retire, but if you have a lot of health care issues, your cost of living could go up.

 When we look at core safety net programs -- housing, health care, education -- that impact low-income individuals, the state of the union is not only strong, but in this area the programs are effective and working.

 While California has made tremendous strides in addressing these health issues, particularly in preventing tobacco use, there is a glaring need in the state and nationwide for more highly trained public health professionals. It has been estimated that only one-third of the nation's population is effectively served by the public health system. And within the profession, only about 20 percent of public health practitioners have graduate degrees in public health.
