 For the past decade, the Legislature has been shifting the responsibility of funding Texas schools onto local districts and onto the local property tax, but the local property tax can no longer bear this heavy burden. The Supreme Court's decision makes clear that it is time for the Legislature to step up to the plate and pay for the high academic standards it has imposed on districts and students.

 Elementary-school enrollment is cyclical. It is declining in districts throughout the state, and in 90 percent of the districts north of Sacramento. Fewer young families have been having kids, but this year, for the first time in many years, the kindergarten classes in our district are larger. We're not expecting growth, but eventually our enrollment will be flat.

 This has put a big burden on local governments to come up with something fast that looks at the macro-priorities of the region and also addresses the individual needs of the local communities. And we know that government doesn't start and stop on a dime.

 We're basically removing all of the procedural barriers--such as late fees--and speeding the admission and enrollment process for qualified students so they can enroll for fall semester. Whatever students need to make this happen, we're going to take care of it. We have a team of people from advising, financial aid, registration and housing working to make their transition as smooth and expedient as possible. Ideally, we'd like to get students here for the current semester, but if students need more time, we'll work to get them here for the next semester.

 I'm one of the slowest drivers on the road. I mosey along. If you're doing anything too fast, including living life too fast, that creates sudden death. If I have to be somewhere on time, I make sure I leave early enough.

 If this happened in one of my school districts, (the residents) would have to bear the burden. I can't support a bill that's unfair to other school districts. We continue to lose millions of dollars in state aid. It doesn't make a difference that it's a loan because it's a benefit.

 We need to make legislators aware of declining enrollment so that they can look at how districts are funded and give some temporary relief.

 Any time you have a conversation about how you reconfigure districts, those questions are going to be a consideration. In some cases the idea is that consolidation will lead to more fairness. In others it's that smaller districts might mean more local control and better support for student needs.

 We virtually can lose a school district, which will have a financial impact on a lot of neighboring school districts, which will be a burden on the state,

 The dual enrollment program is a great opportunity for students to get some of their general education courses out of the way before becoming full-time college students. And at the same time, they can now save money through the dual enrollment grant.

 Maintenance is for the unexpected repair, while capital reserve is for future projects. There is a limit done by formula. The problem for districts is having the money to put in those reserves.

 We definitely have seen a bit of spike of enrollment this week and last week due to New Year's resolution. It is our most busy time right now.

 The working capital reserve will enable us to essentially loan money to ourselves, as opposed to borrowing from outside financial institutions. This will save us considerable time and money.

 Our state and local tax burden is one of the worst in the country ? nearly 10 percent above the national average. While today is tax day, our tax freedom day ? the day we stop working to pay taxes and start working for ourselves ? is still 11 days off.
