 With the temporary and partial collapse of the services that the Palestinian Authority was providing their citizens, it's necessary for us, particularly in the areas where we try to provide for the Palestinian people's living conditions -- health care and so forth. And we're trying to do it without really re-introducing the civil administration,

 [Earlier, White House spokesman Ari Fleischer reiterated the administration's support for reforming the authority.] It is time for the Palestinian Authority to reform. That is what the president is watching, ... That is the heart of the matter.

 The Israeli government has obstructed all our efforts to begin preparations for the elections. It is very unfortunate that the Palestinian people will not be able to hold the elections. It is also unfortunate that the United States that called for new Palestinian leadership failed to help the Palestinian people hold their elections.

 Obviously what we will not be doing is taking the place of the Palestinian customs and security officials. In the end the Palestinian Authority will be in charge of its borders.

 We would make every effort not to help them (the Palestinian Authority). I don't think they can hold elections without our help.
