 We think the Senate has failed to meet its constitutional obligation to give notice and due process and equal protection to the voters of district 29.

 One question we must consider today is how we can take action to unify our nation, heal racial division, end poverty and give real life meaning to the Constitutional mandate that there be equal protection under law,

 This provision just goes too far. On its face it seems like a worthy concept, but when you look deeper you see major constitutional and equal protection problems.
