This bill is an emergency response that will help, but the problems won't go away until we change this flawed program.

 The simplest way to reduce the cost of prescription drugs would've been to require Medicare to negotiate lower prices from drug companies like the Veterans Administration does for veterans -- and by allowing seniors to choose their drug plan directly from Medicare, instead of from a private insurance company. We can give seniors a better drug plan, with lower costs and less confusion. Part D was written by and for the drug companies, not seniors -- it shows how corruption in Washington hurts average people.

 The Republican Medicare drug plan is complicated and confusing because Republicans wrote it to meet the needs of drug companies and private insurers, not the needs of Medicare beneficiaries.

 By enrolling in a Medicare drug plan, beneficiaries not only get good prices, but insurance against catastrophic drug costs. You cannot get the peace of mind of insurance by ordering your drugs from Canada.

 [In 1960, to pacify proponents of a Medicare system, Mills and Sen. Robert Kerr, D-Okla., had ushered through Congress the so-called Kerr-Mills bill to help low-income seniors with health care costs. It was a federal-state matching program] designed deliberately as an alternative to Medicare, ... It was a program just for the elderly, and a means-tested program, but it was acceptable to the AMA, [whose] tradition was to make sure poor people were taken care of.

 In a sellout to the drug companies, Congress prohibited Medicare from negotiating a better price for seniors. Then it threw in billions of subsidies to HMOs, adding another layer of confusion, bureaucracy and costs to the program. America's most vulnerable -- seniors in need of prescription drugs -- will pay the cost of this corruption.

 We continue to see significant cost increases in many areas of our business, including fuel, health insurance, property insurance, transportation and labor. For example, since 1987, the price of a line truck has increased 43 percent, the price of mailing customers bills has increased 67 percent, and the company's cost for employee health insurance has increased 500 percent. In addition, Duquesne Light is in the midst of a significant capital investment program, which is taking place throughout our service territory. It is designed to replace older, outdated and inefficient equipment and to ensure that the region will be able to support new business growth and other forms of economic development by meeting the changing and expanding energy demands of the new century.

 This is information that seniors need to have and understand, ... The Medicare prescription bill was a contentious one in Congress. The average person on Medicare will see a savings of 50 percent in prescription drug costs with this program.

Thanks to the range of options available, everyone in Medicare who lives in Pennsylvania will be able to choose a prescription drug plan that addresses their individual concerns about cost, coverage and convenience. For premiums that are in many cases much lower than expected, seniors will be able to get Medicare-approved prescription drug coverage that will help protect their health as well as their savings.

 With strong competition in the Medicare drug benefit, we are seeing aggressive negotiation, greater use of generic drugs and other effective steps to slow down drug cost growth.

 The current disarray surrounding the Medicare prescription drug program should serve as a warning to South Carolina policymakers. Like South Carolina's proposal, the Medicare prescription drug program is extremely complex and relies heavily on the private sector. Problems with implementation of the new Medicare drug program have left many low-income seniors without needed prescriptions.

 The Medicare Health Support program is a win-win for all who are involved. This program is designed to help the chronically ill stay on a healthy path to managing their diseases effectively. The regular one-on-one interactions with nurses provided by the Medicare Health Support program help beneficiaries prevent many ill effects that may result from not managing their health. This, in turn, saves on healthcare costs by keeping the chronically ill healthier and out of the hospitals.
